What Owner, Admin, Member, and Billing can each do.

Notes
- There's always at least one Owner; ownership can be transferred, and you can have more than one.
- Member is assignment-gated: they can log time and run timers on kanban work items they're assigned to, and edit their own time entries that haven't been invoiced yet — but can't create clients or projects, manage the board, or see billing.
- Billing is meant for someone (e.g. a bookkeeper) who needs financial visibility and subscription control, but shouldn't edit client or project data.
- Cost rates and profit margins are never shown to Member — those are Owner/Admin/Billing only, since they're salary-adjacent information.
There's no separate "project manager" role — project-management actions (creating work items, setting allocations, assigning the team) are available to Owner and Admin.
